Files not downloading on mac

Safari can download most types of files, but if you have trouble with a file, it's from an unidentified developer or wasn't downloaded from the Mac App Store,

Users in our org are experiencing issues downloading files through the Desktop client. We are Mac based but I've seen the issue on a PC vm. - 393009.
